Per the dietary supplement health and education act, an herb is automatically legal unless specifically banned or generally known to be a poisonous plant. However, I’m not sure if this applies only to herbs with a history of use, or any plant on the planet, and wasn’t able to find an answer. I would recommend writing a letter to the FDA for advice on this. Don’t bother emailing them, most government agencies don’t take email seriously and they probably wouldn’t even reply.
To import the plant into the United States you would also need to get a permit from the USDA. Bringing a plant into the US without the permits would be illegal because of the possibility that it could become an invasive species or carry invasive diseases or insects along with it.

Research into new drugs/medicinal plants costs money and takes time.
You probably should start with an internet search at Cochrane or PubMed or Medline to see if someone has already looked into it.
