You Need a Proper Plan To Do this! Be Focused & Serious! That's How I Lost Weight. E.G: Eat Foods with HIGH FIBER but LOW CALORIES.
Try This Plan, worked for me: http://WeightGone.info

Is it possible she's over training those weeks? She should take 1-2 rest days a week.
She also may have hit a plateau where it's harder to loose. If she's only doing cardio she should think about strength training a couple days a week.

yes it is very normal. i dont know the exact explanation why but usually it means you have hit a plateau. try lowering your calorie intake just a little and exercising just a little more. when you start losing weight you have to work a little bit harder because your body doesnt need as many calories as before and it takes longer to burn them as well. dont let her get discouraged as long as shes doing everything right shell lose weight even if some weeks she stays the same. it could also have something to do with her menstrual cycle because when women get their period they lose water weight( a few pounds) and then gain it back when theyre off of their period. maybe that week she did lose fat but she gained water weight back. it could be anything. the key is to just not get discouraged and keep a positive attitude. good luck =]
